This is a SOURCES SOUGHT notice. The U.S. Army Corps of Engineers (USACE), Detroit District, is conducting a market survey/sources sought notice seeking potential firms that have the capability to perform concrete cutting services required for concrete demolition at the St Mary's Falls Canal facility located at: St Mary's Falls Canal, 119 East Water Street, Sault Ste. Marie, MI 49783 Concrete cutting and breaking services shall include but not be limited to wire saw, coring, and slab saw cutting. Concrete to be cut may include steel including rebar or plates, other metallic objects, voids, various types of aggregate, and similar items not readily apparent or known to exist at the time cutting begins. Concrete cutting and breaking services may be located outdoors or indoors, landside or on islands. Transportation of equipment will be coordinated for the specific equipment and work location of each call and may include government assistance in the form of electric carts and wagons, floating plant support, crane lifts, or similar activities. Personnel access is by foot, generally walking up to one mile outdoors over rough surfaces. Provisions for 480v 3-phase electrical power will be provided by the Government. Contractor shall be prepared to provide needed fuel for all equipment operations. Contractor shall plan to utilize water drawn from the lock chamber for cutting or drilling operations. Should this method not be available USACE will provide an alternate source. Contractor shall provide means of water/slurry clean-up and recycling. Typical services shall begin within 7 days of request. Servicing technicians must meet the following requirements. 1.1.1 Company and technicians supplied must be able to provide concrete cutting services described 1.1.2 Company shall have at least 3 years of industry experience in slab saw cutting, coring, and wire sawing of concrete and self-certify in response. 1.1.3 Contractor shall be able to perform slab saw cuts up to 36" in depth from finished surface. 1.1.4 Contractor shall be able to perform to line drill cores from 4" to 10" in diameter to a depth of 60" from finished surface on both a vertical and horizontal planes. 1.1.5 Contractor shall be able to perform wire saw cuts up to 48" in depth from finished surface on both a vertical and horizontal planes. Contractor personnel must meet security requirements and background checks for working onsite. The contract shall cover a period of three years from the date of issue. USACE intends to issue a blanket purchase agreement contract. The estimated award date of the contract is 19 April 2019. The estimated contract cost is between $500,000 and $1,000,000. The North American Industrial Classification System (NAICS) code is 238990, which has a size standard of $15,000,000 in average annual receipts. This is NOT a request for proposal. This announcement is for planning purposes only. In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present the following information: a brief overview of the firm's capabilities and experience on construction projects similar in scope and cost magnitude to this project; and any socio-economic classification(s) (e.g., large business, small business, small disadvantaged business, etc.) as they relate to NAICS code 238990. Qualified companies are encouraged to respond. The response to this notice shall be in summary format and shall not exceed two (2) pages. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.
