JP Murtha Float Mooring Bitts Retrofit
The USACE Pittsburgh District requires retrofitting existing hydraulic structures within an active navigation lock, specifically installing Government-furnished Floating Mooring Bitts into contractor-fabricated embedded frames on the existing River Chamber Middle Wall using in-the-wet construction. The contractor must provide floating plant operations, fabricate/install/seal two structural steel dewatering boxes for a maximum 90-day duration, perform heavy demolition and concrete work, fabricate heavy steel anchorage frames, and provide certified commercial diving support. Work must be completed within 730 calendar days after written Notice to Proceed. This unrestricted full-and-open acquisition will result in one firm-fixed-price construction contract, with the solicitation expected to issue on or about 15 September 2026 through PIEE/SAM.gov. Interested bidders must maintain active SAM registration and register in the PIEE Solicitation Module with the Proposal Manager role.
