The intent is to establish a Blanket Purchase Agreement for a rapid-response supply of various concrete mixes, including DOT classes and specialized types, to navigation projects within the district. A key performance requirement is that concrete must be discharged at the delivery point within 45 minutes of batching unless an approved mix design supports an extension.
