Sources Sought for Surplus Rock, and Gravel Available for Industry Use This is a SOURCES SOUGHT NOTICE only. This is not a Request for Proposal/Bid/Quotation and neither specifications, nor drawings are available at this time. This request does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Do not submit cost proposals or cost information. Response to this notice is strictly voluntary and will not affect any firm’s ability to submit a proposal if and when a solicitation is issued. Particularly, the purpose of this NOTICE is to survey the market and gain knowledge of potential businesses interested in obtaining large quantities of dredged rock & gravel for use as construction materials and/or recycling in other construction applications. The dredged materials will be generated during approach wall construction at Kentucky Lock & Dam, Grand Rivers, Kentucky. The Government estimates the materials will be generated over the course of a five-year period. The earliest award would be anticipated in FY2027 SCOPE OF THE PROPOSED ACQUISITION: The U.S. Army Corps of Engineers (USACE), Nashville and Pittsburgh District has been working on the Kentucky Locks addition project. The next phase of the design includes construction of the upstream and downstream approach walls. The dredging of materials is required to build these structures. Preliminary designs estimate that the construction will generate roughly 200,000 cubic yards of dredge overburden material, and 30,000 cubic yards of excavated stone material. The Government is surveying the market to determine the level of interest of the local construction industry in obtaining this material for its use. The Government does not intend to acquire real estate or make available any real estate to facilitate the handling or processing of these materials. Composition of Dredged River Sediments: The composition of the materials to be excavated from within the alignment of both the upstream and downstream approaches can generally be described as overburden soils (further described in more detail below) comingled with individual pieces of blasted rock of varying size. Overall, the overburden soils overlying the rock generally consists of what can be described as a clayey gravel material with frequent clay and gravel layers including angular chert fragments varying in size from cobble-size (i.e., about 3 inches in diameter) up to 12 inches in diameter and beyond. Due to the nature of its geological deposition, the overburden material present can be considered highly random and as such, both the composition and characteristics of the material recovered from the alignments will vary widely depending upon the location and depth where the material is excavated. Those overburden materials closer to the channel bottom are expected to be more granular in nature. However, as one proceeds closer to the existing top of rock surface, the overburden material is expected contain an increasing amount of clay, chert and limestone fragments including a varying amount of detached limestone blocks potentially measuring up to tens of feet across. Regarding the rock to be removed from the approaches, it can be generally described as medium- to thick-bedded limestone of the Warsaw and Fort Payne Formations with occasional shaly zones and more common shale partings and chert beds, bands, and nodules. As the existing overburden soils and blasted rock will be excavated concurrently during the approach deepening activities, any blasted rock removed from the approaches will be comingled with the overburden during excavation. No efforts will be made to segregate or otherwise separate the blasted rock from the overburden. All interested contractors should submit a Capability statement that should include: A narrative statement summarizing your proposed means and methods to load and transport the materials offsite, (i.e. would the materials need to be transported to a processing center, or would materials be processed onsite during the dredging process, or other process.) A general discussion on assumed equipment and rough order of magnitude production rates would be appreciated. Identify all materials and quantities that are specifically of interest for use: 200,000 cubic yards of dredged material 30,000 cubic yards of stone material Identify the intended use(s) of the recycled materials. Identify any additional questions or concerns. Results of this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. Note Although this Sources Sought Notice is seeking an interest for use of the dredged material, USACE Nashville and Pittsburgh District are open to any proposed options such as would there be an interest to be responsible for the dredging followed by the sorting/processing of the material then transporting it from the river to an offsite yard; another option is that would there be an interest in being responsible for just the dredging, then having another contractor be responsible for the dredged material with the transporting and delivering of it to some sort of a processing yard. USACE is interested in learning your means and methods in the area of dredging for this upcoming project. We will consider any constructive comments or recommendations that are made.
