PRE-SOLICITATION DISCLAIMER: This is a Pre-Solicitation Notice (Synopsis) only. This notice is not an Invitation for Bids (IFB). The Specifications and corresponding Attachments will be included in the publicized solicitation. The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement for completing improvements to the existing water distribution system and water treatment plant in the City of Follansbee, Brooke County, West Virginia. The major work of this requirement is: Upgrade Existing Water Treatment Plant from 700 GPM to 1,000 GPM Removal and replacement of Well Pump No. 1 Installation of two (2) new 60 HP filter feed pumps Removal and replacement of the underdrains, filter media, control valves, and control system for three (3) existing pressure filters Installation of two (2) new 150 HP high service pumps Demolition of existing potassium permanganate feed and storage equipment Removal and replacement of pumps/VFDs in raw water pump station Removal and replacement of the pumps in the Archer Heights Booster Station Installation of emergency generator and transfer switch, all necessary piping, and site work Distribution System Work Installation of 1,820 LF of new 12” PVC C900 waterline Installation of 3,630 LF of 8” PVC C900 waterline Replace 940 LF of 8” waterline with 12” PVC C900 waterline Installation of 165 LF of ¾” and 1” PE service line Installation of four (4) new gate valves with valve box Remove and replace one (1) fire hydrant assembly Installation of seven (7) new water meter assemblies Water Storage Tank Work Demolish two (2) existing water storage tanks Construct new 218,000-gallon water storage tank All necessary piping and site work The NAICS Code is 237110, Water and Sewer Line and Related Structures Construction, and the Small Business Size Standard is $45,000,000.00. This procurement is an Unrestricted, Full and Open Competition. Any resultant award will be for one (1) Firm-Fixed Price (FFP) Contract. All responsible Bidders are encouraged to submit a Bid. The Invitation for Bids (IFB) will be issued on, or about, 4 August 2025 via the Procurement Integrated Enterprise Environment (PIEE), which posts the opportunity to SAM.gov. The Period of Performance (POP) is 455 Calendar Days after written Notice to Proceed (NTP).
