AMENDMENT 0001 HAS BEEN POSTED The Purpose of this Amendment is as follows: 1) Updated Performance Work Statement to specify the usage of pre-emergent pesticides in All Option Years (see PWS for further performance requirements). PWS is located in file "SF30 - W911WN23Q3009-0001" which is uploaded as of the posting of this Amendment. 2) Change the Period of Performance Start Dates for Option Years One and Two from 30 April to 31 March. 3) Change the Period of Performance End Dates for the Base Year and All Option Years from 01 May to 01 April. ///////////////////////////////////////////////////////////// This is a combined synopsis/solicitation for commercial services prepared in accordance with the format set forth in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are begin requested and a written solictation will not be issued. The Solicitation number is W911WN23Q3009. It is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. The NAICS Code for this acquisition is 561730 - Landscaping Services. The Small Busines Size Standard for this NAICS Code is $7M. This requirement is not set aside for any socioeconomic categories and provides for full and open competition. Any resultant contract shall be Firm-Fixed Price, and one single award is contemplated. Offerors must be registered in the System for Award Management (SAM) in order to be awarded a contract. The SAM registration process may be accessed at the following link: https://sam.gov/content/home. Registration is FREE to all vendors. Prospective vendors are advised that both the registration and reactivation processes can take several business days at minimum to successfully complete. All vendors providing quotes will have their registration in SAM recorded at time of quote submission. Quotes submitted by vendors not holding an Active registration in SAM will be determined non-responsive and consequently ineligible for award regardless of circumstance. A small business joint venture offeror must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, and paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Representations, in accordance with 52.204-8(d) and 52.212-3(b) for the following categories: (A) Small business; (B) Service-disabled veteran-owned small business; (C) Women-owned small business (WOSB) under the WOSB Program; (D) Economically disadvantaged women-owned small business under the WOSB Program; or (E) Historically underutilized business zone small business. This requIrement is to provide Weed Control Services in accordance with Attachments 1-3, Exhibits 1-7, the Appendices, and the SF1449 Solicitation attached to this RFQ. IMPORTANT: Unmanned Aircraft Systems (UAS) (Drones) may be utilized for the required services, however they must be on the Army Aviation Cleared List at https://www.diu.mil/blue-uas-cleared-list. Furthermore, UASs shall not be used unless cleared in advance by the District Commander, Lockmaster, and/or any other Army authority as required. The Period of Performance is anticpated to be comprised of a Base Period plus Two (2) Option Year Periods.
