The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement for a new auxiliary chamber downstream closure system at Montgomery Locks and Dam, Ohio River, Monaca, Bever County, Pennsylvania. The major features of the requirement are identified below: The contract is a fabrication supply contract including furnishing and delivering a complete coffer beam assembly. The complete coffer beam assembly consists of one main coffer beam and two sets of vertical framing and lateral framing. The complete assembly also includes removable galvanized steel gratings located on the top of the beam assembly and removable aluminum two-rail railings on one side of the beam assembly. The main coffer beam is mainly made of four steel plates welded together to form a steel box girder, while the lateral framing is basically the main coffer beam extension having the same dimensions as the main coffer beam and connected to each end of the main coffer beam via bolted splice connections. The vertical framings are steel brace frames supporting the main coffer beam and the lateral framings. The contract specifically includes fabricating, assembling, painting, and delivering the complete coffer beam assembly consisting the following: One main coffer beam; One lateral framing on river wall side and one lateral framing on middle wall side which are opposite hand; One vertical framing on river wall side and one vertical framing on middle wall side which are opposite hand; Bolted splice connections between the main coffer beam and the lateral framings; Bolted connections between the lateral framings and the existing structure and between the vertical framings and existing structure; Removable galvanized steel gratings and complete sets of grating fastening/anchoring connections; and Removable aluminum two-rail railings and complete appurtenances (railing sleeve brackets, toe-boards, fittings, and fasteners). All completed items are to be delivered to the Pittsburgh Engineering Warehouse and Repair Station located on Neville Island, PA. The work shall be completed within 540 calendar days after written Notice to Proceed. This acquisition will be procured as a 100% Small Business Set-Aside. The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract. All responsible Bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 09 May 2022, online through Procurement Integrated Enterprise Environment (PIEE) which posts the opportunity to SAM.gov; therefore, request for hardcopies of the solicitation will not be honored. The North American Industrial Classification System (NAICS) for this procurement is 332312 – “Fabricated Structure Metal Manufacturing” and the business size standard is 500 employees. In order to submit a Bid on this project, your company must- Have a Unique Entity Identifier (UEI) Number. Currently, considered as the DUNS. This is a unique nine-character identification number that is provided by Dun & Bradstreet (D&B) free of charge. Be registered with an active registration on the SAM website as an Entity. There is no cost to use SAM. It is MANDATORY that all vendors be registered on the SAM.gov website in order to receive contracts. Be registered in the Procurement Integrated Enterprise Environment (PIEE) for the Solicitation Module with the Proposal Manger role.
