This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W911WN21Q1389. It is issued as a Request For Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2018-004. The NAICS Code for this acquisition is 333995, Fluid Power Cylinder and Actuator Manufacturing. The Small Business Size Standard for this NAICS Code is 750 Employees. This requirement is 100% Set-Aside for Small Business concerns. Any resultant contract shall be Firm-Fixed Price, and one award is anticipated. Offerors must have a current and active registration in the System for Award Management (SAM) at the time of quote submission in order to be awarded a contract. Quotes from offerors not registered in SAM will not be considered. The SAM registration process may be accessed at the following link: https://www.sam.gov. Registration is FREE to all vendors. PLEASE ensure your annual SAM registration is current. If it has expired, or will expire soon, PLEASE START THE RENEWAL PROCESS TODAY if you intend to submit a quote. This requirement is to provide One (1) New Miter Gate Operating Hydraulic Cylinder in accordance with the Specifications. Please see the Combined Synopsis/Solicitation. There are six (6) Attachments to the Combined Synopsis/Solicitation including the following: Specifications (Attachment 1), Reference Drawings (Attachment 2), Submittal Register (Attachment 3), Paint Coating Form (Attachment 4), Table 1 – (Nickel) Chromium Piston Rod Coating Requirements (Attachment 5), and Security Background Check Form (Attachment 6). UPDATES: Amendment 0001 has been issued and is attached. This Amendment has been issued to: 1) Provide responses to questions received; 2) Replace and revise Specifications sections 2.1.1, 2.1.2, 2.1.2.1 and 2.1.2.2; 3) Replace and revise Reference Drawings with an additional drawing page (Piston Rod Detail, page 3); and 4) Provide clarification on the scope for the Gate Cyclinders and for the Valve Cylinder. The due date for quotes has not been revised. Amendment 0002 has been issued and is attached. This Amendment has been issued to: 1) Provide responses to questions received; 2) Replace in its entirety Specifications, Rev (Attachment 1) with the revised version as Specifications, Rev 2 (Attachment 1) containing a revision to section 2.2.1; and 3) Extend the due date for quotes.
