Youghiogheny River, Lake Somerfield, North Recreation Area Paving Repairs The U.S. Army Corps of Engineers, Pittsburgh District, has a project that involves the removal of a asphalt parking lot that has been impacted by soil-shifting, and re-installation of a parking lot closer to a boat ramp in a day-use area. The contract generally includes improvements to surface drainage measures, removal of a asphalt parking lot, and installation of a gravel lot and concrete parking pad at Somerfield North Recreation Area on Youghiogheny River Lake. The major features of the requirements are identified below: The contract specifically includes: Removal of an asphalt parking lot that is impacted by soil shifting; Excavation and grading of soils; Grouting three existing pipes under the removed asphalt area; Removal and installation of guiderails from impacted areas; Installation of a new culverts and inlet boxes; Re-establishment of existing drainage channels; Installation of drainage channels; Removal and installation of vehicle gates; Installation of a gravel parking lot; Installation of a two-vehicle concrete parking pad; Installation of topsoil, grading and seeding; Installation of site erosion and sediment controls. The work is to be performed at two main locations within the Somerfield North Recreation Area. Somerfield North Recreation Area provides access to a boat ramp, dock, and picnic areas. Minimal traffic disturbances outside of main work areas are necessary to provide access to the parking and boat ramp during contract duration. Excavation is expected to be balanced through re-grading of the parking lots. Materials exceeding the capacity of the designated grading, concrete rubble, and other construction waste material will be disposed of at a commercially permitted facility licensed to accept the waste or recycled if applicable. The estimated price range for this project is between $250,000- $500,000. This acquisition will be will procured as a 100% Small Business Set-Aside. The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract. All responsible bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 3 May 2021, online through beta.SAM (beta.sam.gov); therefore, requests for hardcopies of the solicitation will not be honored. Contractors MUST be registered in the System for Award Management (SAM) BEFORE SUBMITTING A BID ON THIS SOLICITATION (go to https://www.sam.gov to register). Please be aware that SAM requires a Notarized Statement as part of their registration and renewal process. This process could take more than ten (10) days. The NAICS for this procurement is 237310 “Highway, Street, and Bridge Construction” and the small business size standard is $39.5 Million. The contractor must be registered the System for Award Management (SAM), have an active account and have completed the Representations and Certification sections prior to receiving a contract award.
