This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W911WN-20-Q-4455. It is issued as a Request For Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06. The NAICS Code for this acquisition is 562991, Septic Tank and Related Services. The Small Business Size Standard for this NAICS Code is $8.0 Million. This requirement is 100% Set-Aside for Small Business concerns. Any resultant contract shall be Firm-Fixed Price, and one award is anticipated. Offerors must be registered in the System for Award Management (SAM) in order to be awarded a contract. The SAM registration process may be accessed at the following link: https://www.sam.gov In the event that you provide the low quote, please be advised your registration in the System for Award Management (SAM) must be current / active. Registration is FREE to all vendors. PLEASE ensure your annual SAM registration is current. If it has expired, or will expire soon, PLEASE START THE RENEWAL PROCESS TODAY if you intend to submit a quote. This requirement is to provide the rental, delivery, maintenance, and pick up of Eight (8) portable restrooms based on the attached Performance Work Statement. Contract will be One (1) Base Period with Three (3) Option Periods. The Contractor shall provide: -Four (4) ADA Compatible portable restrooms; and - Four (4) Basic Portable Restrooms All portable units shall be in good repair with no broken parts. The door shall be able to be securely latched from both the inside and outside of the unit. The units shall have a separate “urinal” attachment or be molded in a similar fashion; each unit shall have one device to hold a roll of toilet paper with storage for at least one extra roll. Each unit shall have a hand sanitizer dispenser mounted inside the unit. Each unit shall have a seat and a lid that closes securely. All vents shall be equipped with screens to prevent insects. The period of performance for this contract will be: Base Year: Award Date – 31 OCT 2020 1st Option Year: 01 MAY 2021 – 31 OCT 2021 2nd Option Year: 01 MAY 2022 – 31 OCT 2022 3rd Option Year: 01 MAY 2023 – 31 OCT 2023 The usage date begins on the day the Government receives, inspects, and accepts each portable restroom. All transportation/delivery/pick-up costs of all portable restrooms to, from, and within the delivery site is the responsibility of the Contractor. Delivery shall be coordinated with the Government Point-of-Contact (GPOC) and transport vehicles shall be scheduled to arrive at the campground during normal work days and hours. This includes Monday thru Friday between the hours of 7:00am and 3:30pm, Eastern Time, excluding Federal holidays. Alternate delivery times must be approved on a case by case basis by the GPOC. The Government will escort the Contractor to the site and identify the locations to place the portable restrooms. The Price Schedule is to be completed and returned with your quote. Award will be based on the lowest priced quote. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.
