This is not a solicitation announcement, nor is it a Request for Proposal (RFP). This request does not obligate the Government in any contact award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Response to this notice is strictly voluntary and will not affect any firm's ability to submit a proposal if and when a solicitation is issued. The U.S. Army Corps of Engineers (USACE), Pittsburgh District is conducting preliminary market research to determine the business size and capabilities of potential Women Owned Small Businesses to provide professional site security services and contingency response services at the Shallow Land Disposal Area (SLDA), Parks Township, Armstrong County. The proposed NAICS for the proposed acquisition is 561612 - Security Guards and Patrol Services. Scope of the Proposed Acquisition: The SLDA is a 44 acre site, formerly used for nuclear materials fabrication that potentially contains contaminated waste and soil. The USACE, Pittsburgh District has been tasked to provide security and site security contingency response operations to oversee and maintain 24/7 guard service operations for site cleanup and storage operations of the potentially contaminated material. Interested sources must have a current and active DoD Secret (or higher) clearance that has been granted by the Defense Industrial Security Clearance Office (DISCO), or an equivalent US government clearance facility, as access to classified information will be necessary. All security personnel working on site will also be required to maintain, at minimum, a DoD Secret clearance or an equivalent. Contractor personnel assigned to the site will be required to meet the minimum qualifications outlined in 10 CFR Part 73, Appendix B - General Criteria for Security Personnel and Appendix H - Weapons Qualification Criteria. The primary functions of the guards will be to carry out the principles of deterrence, detection, delay, and response. Deterrence is accomplished through Force Protection, which is provided by armed guards, physical barriers, I.D. checks, and limiting access to the site. Detection is accomplished using electronic surveillance systems consisting of closed circuit TV monitoring, along with intelligence reports from other sources (e.g. guards, employees, general public, etc.). Delay is accomplished through physical barriers. Response is provided by an armed guard force and/or local law enforcement agencies dependent upon site security condition requirements. The staffing levels of this requirement will be dependent upon the authorized work periods designated to the site. During excavation, site conditions may trigger the need for additional security guard forces (response teams). Security personnel will be responsible for the following: 1. Check ID's of all personnel entering the site 2. Maintain a register of visitors or other individual entering the site 3. Maintain a log indicating name, organization, time of entry and exit of all individuals granted access to the site (includes vehicular traffic) 4. Document all routine security tours and inspections 5. Monitor security cameras when required 6. Monitor vehicular traffic in and out of the area 7. Assure all vehicular drivers stay in vehicle while loading 8. Conduct and record periodic perimeter inspections as required 9. Document all routine security tours and inspections 10. Secure vehicle doorways when open 11. Perform random perimeter inspections 12. Perform random site inspections 13. Perform periodic inspections of all facilities as required 14. Assist other guards as necessary 15. Document all routine security tours and inspections In addition, the contractor will also be responsible for providing and maintaining a utility vehicle for use by security personnel during security tours. The security personnel will also be responsible for creating and issuing site ID badges, from contractor provided equipment, in accordance with USACE approved site entry roster.
