1. General Requirements. One of the two large hydraulic cylinders that operates Gate 11 on the Back Channel Dam at Emsworth L/D is leaking past the rod seals. The leak became so severe that Gate 11 has been out of service since Feb 2018. This SOW provides the field service requirements to repair the Emsworth Dam Gate 11 hoist cylinder. The field service engineers/technicians shall provide and install special split-type seals and wiper to replace the original one-piece seals and wiper for the leaking Gate 11 hydraulic cylinder on the abutment side of the gate. The split seals shall be installed and adjusted properly to ensure they do not leak at any point around each seal, including where the split ends meet. The field service will include all parts required to replace the seals and wipers including the proper OEM split seal kit, bolts and O-Rings as applicable. The field service engineers/technicians shall also thoroughly clean the rod and disassembled area of the cylinder and provide a full inspection of the cylinders condition, identify the cause of the seal failure and test cylinder and gate performance after the repair is completed. 2. Field Service Qualifications. The cylinder shall be repaired by a service center with the specialized knowledge to replace the existing seals with special split seals and to analyze the condition of cylinder including the unique CERAMAX ceramic rod coating. The service center shall have specialists, including Service Engineers and Service Technicians, with appropriate training to properly service the type of hoist cylinders on Emsworth Dam in the field. 3. Description of Repairs, Inspection and Testing. A brief description of the work required to get Gate 11 operating again and to access the condition of the cylinder includes (see Exhibit B): A - Rod Seal Replacement: 1. Close appropriate valves and drain hydraulic fluid from cylinder. 2. Remove scraper bolts and rod scraper. 3. Remove rod seal retainer bolts and slide retainer down rod to access seals. 4. Remove existing rod seals and wiper. 5. Clean and inspect retainer and internal cylinder components. 6. Install new split-type seals and wiper in retainer. 7. Shim seals as required to adjust compression to required specs. 8. Reassemble in reverse order using new bolts. 9. Torque bolts to required specs. B - After Seal Replacement: 1. Perform recommissioning procedures to get gate machinery operational again per original OEM start-up procedures. 2. Raise gate one foot to load cylinder and check for leaks and gate drift. 3. If OK, continue raising gate while inspecting for any damage to the special CERAMAX ceramic rod coating. 4. Provide written report on all inspection findings.
