This is a Request for Quote (RFQ) issued in accordance with FAR Parts 13 and 36. The U.S. Army Corps of Engineers, Pittsburgh District has a requirement for Roofing Replacement at the Allegheny River Lock and Dam No. 2 located at 7451 Lockway West, Pittsburgh, PA 15206-1104. The site of the work may be reached from state and local roads and streets. The general description of the work pertains to the following buildings: Operations Building Powerhouse Roof - Remove the existing roofing materials down to teh concrete deck, roof drains, insulation, vent covers, and gravel stop from an approximately 1,700 square foot building and dispose of properly. Install a new air/vapor barrier on concrete deck and adhere one layer of 3.5-inch Polyiso insulation. Install a new, fully adhered, 60 mil EPDM roofing system, conforming to ASTM D4637/D4637M, with a new flashing system around the perimeter and all roof top penetrations. The roofing system shall have new roof drain inserts equivalent to Firestone TIS #1513, new tapered insulation minimum thickness of 1 inch and the roof shall have a 1/4 inch drop per foot towards the roof drains, and include the addition of any features to ensure positive drainage towards the roof drains. New flashing shall be installed on pipe vents protruding from roof surface. New vent cover and caps shall be installed on the generator exhaust pipe. THe existing lights and electric conduit, junction boxes, etc. shall be relocated only if necessary. Once altered, they must be placed back on the new roof in fully working condition and to appropriate codes. Though the cameras have been removed, the camera systems' mounting plates need to be permanently removed so the flashing can be placed in these areas - see pictures. This procurement is Firm Fixed Price and is set aside 100% for Small Businesses. The NAICS code for this acquisition is 238160, Roofing Contractors. The Small Business Size Standard is $15.0M. The period of performance for the contract is 120 days after receipt of the Notice to Proceed. All responsible offerors are encouraged to participate. The estimated cost of the proposed work is between $25,000 and $100,000.
