This notice of intent is not a request for competitive proposals or a solicitation of offers. Contractors should not call the Contract Specialist or the Procuring Contracting Officer (PCO) seeking a copy of the solicitation (or other data) as none will be available. Army Contracting Command – Detroit Arsenal (ACC-DTA) intends to award a bridge contract to KeyW Corporation, for intelligence support services. This contractor is currently supporting the U.S. Army Intelligence and Security Command (INSCOM) 1st Information Operations (IO) Command mission under Contract W911W4-14-D-0010 Task Order 0002. The intent of the bridge contract is to prevent a lapse in critical services until the Government completes a competitive follow-on acquisition. This bridge contract will have a total period of performance of up to 6 months, including a 3-month base period and (3) one month option periods. The period of performance will begin on 2 June 2021. This contract will primarily use a Cost-Plus-Fixed-Fee (CPFF) contract type. The Government intends to negotiate with only one source pursuant to the statutory authority permitting other than full and open competition at 10 U.S.C. 2304(c)(1) as implemented in FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Although it is the Government’s intent to solicit and negotiate with only one source, KeyW Corporation, all responsible sources may submit a capability statement, proposal, or quotation electronically which shall be considered by the agency in accordance with FAR 5.207(c)(16). The subject line of the email submission shall read, “RFP W911W4-21-R-0002.” Hard copy responses will not be accepted. Additionally, this effort is hereby synopsized to notify contractors of potential subcontracting opportunities, as required by FAR 5.201(c). Subcontracting opportunities may exist with KeyW Corporation subsequent to award of the resulting contract. A determination by the Government to not compete this proposed contract action based on responses to this notice is solely within the discretion of the Government.
