The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on compatibility requirements that only a sole vendor can supply. The Government intends to solicit and negotiate with Bruker Corporation. This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror's who believe they can meet the Government's requirement (see Section 11 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The NMR 500 is used to support all DOD customer-funded programs supporting anti-terrorism activities for forensic attributions and is also an orthogonal instrumentation used for purity analysis for various chemical weapon/warfare materials. The prospective offeror must be able to deliver an Avance NEO NMR console for the 500MHZ NMR that supports the Bruker Smart Magnet System and the Bruker preamplifier system.
