The Combat Capabilities Development Command, Chemical Biological Center (CCDC CBC) through management of the Cooperative Biological Engagement Support (CBES) effort, provides support by directly addressing global health security threats by working with partner nations to improve biosafety, biosecurity, and disease surveillance for traditional select agents (weapons-usable biological material) and emerging pathogens that may cause public health emergencies of international concern. CBC is responsible for fostering a community of experts to help mitigate pathogens at their source. The objective of this effort is to support the creation and the continued development of Threat Reduction Networks (TRNs), support research, collection, assimilation and documentation of the latest policy and guidance from all relevant stakeholders, gather relevant data from identified partner countries; and to provide support to CCDC CBC. Pursuant to the Federal Acquisition Regulation (FAR) 5.204 “Pre-Solicitation Notice”, this is a notification to inform the public of the Government's intent to award a Cost Plus Fixed Fee (CPFF) Contract based on the requirements below. The Army Contracting Command , Aberdeen Proving Ground, Edgewood Contracting Division (ACC APG ECD) on behalf of the U.S. Army Combat Capabilities Development Command, Chemical Biological Center (CCDC CBC) has a recurring requirement for Subject Matter Expertise (SME) to support the broad expansion and standardization of Threat Reduction Networks (TRN’s) and country engagement activities as indicators of increased regional and national capacity, which will include facilitation and event planning support for Table Top Exercises, discussion based seminars, workshops and other training activities and events. These services will be procured on a competitive basis. The applicable North American Industry Classification System (NAICS) code for this requirement is 541715 – “Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)” with a Small Business Size Standard of 1,000 employees. The Product Service Code (PSC) is R429 – “Support Professional: Emergency Response, Disaster Planning and Preparation”. It is critical that the contractor possess knowledge about, experience working in, and have previously established international relationships within the following partner countries: Cambodia, Indonesia, Laos, Malaysia, Thailand, Vietnam, Kenya and Switzerland. The solicitation requirements and documents, which will include instructions for submission, evaluation criteria and the response date will be available on or about August 4, 2020. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the SAM.Beta.GOV(https://beta.sam.gov/). The Government anticipates a single award, CPFF contract to be issued in October 2020. This action will be competed and set aside for certified HUBZone small businesses. The services will extend for One 12 month Base period with the Option of One additional 12 Month period.
