Sources Sought Edgewood Chemical Biological Center (ECBC) Visible Near Infrared (VNIR) Hyperspectral Imaging (HSI) System 15 January 2019 INTRODUCTION The Army Contracting Command Aberdeen Proving Ground (ACC-APG) Edgewood Division, E4215 Brigade Street, APG MD 21010 is issuing this Request for Information (RFI) as a means of conducting market research to identify parties having an interest in and the resources to provide a hyperspectral imaging system that covers the visible and near infrared spectral region, from 400nm-1000nm with a minimum of 1600 spatial bands, 2nm or better spectral resolution (6 nm full width at half maximum slit image resolution), and up to 250 Hz frame rate. ELIGIBILITY The applicable NAICS codes for this predominance of this requirement are 334516 Analytical Laboratory Instrument Manufacturing with a small business size standard of 1000 Employees. The Product Service Code is 6650 Optical Instruments, Test Equipment, Components, and Accessories. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. BACKGROUND a. The Edgewood Chemical Biological Center (ECBC) is seeking a hyperspectral imaging system that covers the visible and near infrared spectral region, from 400nm-1000nm with a minimum of 1600 spatial bands, 2nm or better spectral resolution (6 nm full width at half maximum slit image resolution), and up to 250 Hz frame rate. This office is researching options from both Government and industry that will result in a solution to enable measurements of materials in the visible and very near infrared spectral range. ECBC is issuing this RFI as part of a market survey to identify businesses with existing advanced prototype, Commercial off the Shelf (COTS), or Government off the Shelf (GOTS) solutions to meet the needs of this requirement. The objective requirement is to provide support research on the properties of materials. b. Below are the requirements for the hyperspectral imaging system 1. Fast optics achieving a minimum of 2.5 F/#. 2. Digital acquisition of spatial and spectral bins at 16-bit or greater depth using thermoelectrically cooled scientific CMOS sensor 3. Integrated second order filter. 4. Frame rate of up to 250 Hz. 5. Wavelength range of at least 400nm-1000nm. 6. Line width less than 6 nanometers full width at half maximum. 7. Large format (sample size on the order of 15"x24", with up to 15"x30" preferred) translation stage with quartz tungsten halogen illumination. System should have the ability to view and illuminate an image plane from 0" to 15" above the translation stage. c. Below are desired capabilities for the Hyperspectral Imaging System: 1. Intuitive integrated data sensor controller, stage controller, and data acquisition software and hardware. 2. ENVITM-compliant datacube format. 3. It must be an existing product with a delivery time of less than 2 months from date of a contract award. 4. No design or development phase should be required to meet the requirements outlined above. SPECIFIC INFORMATION OF INTEREST a. It is anticipated that the papers received will reflect the best available technology assessments from those companies and government agencies that are particularly knowledgeable in the fields of Vis/NIR hyperspectral imaging and data acquisition. ECBC will analyze the information received and reach its own independent conclusions regarding the solutions that might be turned into a solicitation or incorporated into existing product acquisition efforts. b. ECBC will not host an Industry Day in conjunction with this RFI. SUBMISSION INSTRUCTIONS and FORMATTING REQUIREMENTS Interested parties are requested to submit a capabilities statement no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch in either Microsoft Word or Portable Document Format (PDF). The deadline for response to this request is no later than 2 pm, Eastern Standard Time (EST), 15 Feb 2019. All responses under this RFI must be e-mailed to lavetta.d.wynn-smith.civ@mail.mil. You are also requested to provide a company profile that includes current small/large business status, number of employees, office locations, CAGE Code, DUNs number and any other information you would like ECBC to know about your company's capability All responses should be unclassified. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Responses to this notice will not be returned. All questions must be submitted to the Contracting Officer identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this RFI.
