U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) intends to award a sole source cost plus fixed fee contract to SciTech Services, Inc. (SciTech), 2129 Pulaski Highway, Suite 100, Havre de Grace, MD 210781 for Target Defeat Technology Support. The NAICS code is 541330 - Engineering Services. The size standard is $15M. Target Defeat Technology represents a class of military capabilities that leverage chemical and material science-based phenomena to adversely impact enemy military equipment and personnel. This includes efforts related to conducting research, engineering design and analysis, test and evaluation, and fabrication of limited scale production of prototypes capable of accomplishing target defeat. Additionally, Target Defeat Technology Support encompasses 15 highly specialized, unique and critical components that include the following: (a) perform test planning, test execution and test evaluation; (b) perform vehicle/vessel stopping technology investigations involving combustion chemistry which will encompass research and development (R&D) and test and evaluation (T&E); (c) perform vehicle/vessel defeat studies through other chemical mean; (d) model various antimateriel processes to include combustion processes in various engines; (e) conduct investigations of malodorous chemicals to include design, fabrication and testing of a malodorant aerosol dissemination system; (f) undertake aerosol technology and smoke/obscurant investigations for the purposes of evaluating specific means of achieving aerosolizing chemical dissemination; (g) provide specialized engineering support across all areas of the acquisition, technology and logistics life cycle management for smoke munitions and artillery items; (h) perform the design, development and construction of specialized and/or reconfigured/ upgraded relevant laboratory facilities and/or associated equipment; (i) conduct investigative studies utilizing the Profile NMR-MOUSE® spectrometer tool to evaluate its effectiveness/capability to detect target defeat materials and assess its behavior in various media; (j) perform independent assessments and evaluations of non-lethal weapon (NLW) technology programs being pursued in support of the Joint Non-Lethal Weapons Program (JNLWP); (k) design and conduct limited field tests involving human volunteers exposed to non-lethal technologies to gather data about the degradation of the volunteer's performance; (l) develop a test protocol using these volunteers; (m) utilize an independent Institutional Review Board (IRB) to approve the contractor-developed sequence of test activities as well as the steps taken to minimize potential hazards to the test subjects; (n) conduct model-based systems engineering MBSE efforts in support of NLW technologies; and, (o) provide administrative support, budget support, program support and program management technical support on the target defeat technology support. The proposed effort will be awarded on the basis of other than full and open competition pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
