This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number W911SR-23-R-0012 is issued as a request for quotation (RFQ). Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99. This is an unrestricted competitive acquisition, and falls under the associated North America Industry Classification System (NAICS) code 333413 (Filters, air-conditioner, manufacturing). The Government contemplates the single award of a Firm-Fixed Price (FFP) Contract with Option Periods for Pleated Carbon Adsorbers for the United States Army, Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC), Aberdeen Proving Ground, in accordance with (IAW) the following attachments: (1) Items Specifications and (2) Technical Evaluation Factors. This solicitation is in accordance with (IAW) FAR Part 12, Acquisition of Commercial Items and FAR Part 13.5 Simplified Procedures for Certain Commercial Items. Description Requirements (Please refer to the attached Items Specifications for detailed description of items): 1. Procurement of pleated carbon filter: Chem-X-A01-242412 – 1800 CFM 2. Procurement of pleated carbon filter: Chem-X-A01-202412 – 1500 CFM 3. Procurement of pleated carbon filter: Chem-X-A01-122412 – 850 CFM The Engineering Support Division requires a of pleated carbon style gas phase adsorber cells used to remove toxic chemical vapors entering air filtration systems for collective protection applications. The filters are box style. Specific test criteria and size requirements must be met. These items must be available for purchase. The pleated carbon adsorber shall use high activity carbon that meets the testing requirements of the specification. Specifically, the application for this procurement requires filters that provide chemical warfare protection a minimum of 55 minutes of DMMP gas life and 65 minutes on average (250 mg/m3 challenge with a 0.1 mg/m3 breakpoint). The airflow resistance is not to exceed 1.0 iwg for any filter. This purchase fulfills an immediate need by a classified program to purchase a production product for their application. For each year, base and option, the total cost cannot exceed $960,000. Quantities would need to be decreased if the cost goes above that threshold. Altered formats are acceptable as long as all pricing and relevant information requested is included in the quote. Please complete outward year pricing for the base period and three (3) one-year option periods by completing the fields for unit price. TECHNICAL CAPABILITY Offerors shall submit all pertinent supporting documentation with the quote as proof of technical acceptability for the technical factors outlined in this solicitation.
