PRE-SOLICITATION SYNOPSIS NOTICE: The Army Contracting Command Aberdeen Proving Ground (ACC-APG), Edgewood Contracting Division (ECD) located at 8456 Brigade Street (Building E4215), APG, MD 21010-5401, on behalf of the US Army Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC) anticipates issuing Request for Proposal (RFP) in support of the Scientific, Technical, Engineering and Program Support Services (STEPSS) program. These contract vehicles will service the needs of DEVCOM CBC and other Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) defense agencies with complementary missions, by providing acquisition life-cycle research, development, and test and evaluation services. The Government anticipates the majority of task/delivery orders will be issued under cost-type contracting approaches. It is also anticipated that fixed-price type contracting approaches will be utilized. All task/delivery order efforts accommodating the nature of the STEPSS activities will be tailored with Statements of Objectives (SOOs), Statements of Work (SOWs), or Performance Work Statements (PWSs). STEPSS IDIQ contract holders may team or subcontract with other vendors, to include STEPSS IDIQ contract holders and outside vendors, in order to compete for STEPSS task/delivery orders. The maximum total contract value (ceiling) of all STEPSS task/delivery orders to be issued under the STEPSS IDIQ contracts is $869M. The ordering period is one five (5) year base (60 mths) and one five (5) year option ordering period. Performance of any order must be completed within 12 months of the expiration of the final period. The submission requirements and evaluation criteria will be defined in the solicitation. More information about source selection will be listed under Section L and Section M of the solicitation. ACC-APG ECD anticipates issuing RFP W911SR-21-R-0002 in 2021, Quarter 4 of the Government fiscal year. The U.S. Government anticipates award of multiple STEPSS IDIQ contracts as a result of this solicitation. The Government will award IDIQ contracts to all Qualifying Offerors. Individual STEPSS task/delivery orders will be competed among and awarded to STEPSS IDIQ contract holders. The proposal due date will be indicated in the solicitation. No industry day will occur. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this RFP is the web. Contractors may download the solicitation and any amendments via the DOD System for Award Management (SAM) web site at http://www.sam.gov, on or after the issue date. It is the offeror's responsibility to monitor the SAM web site for any amendments. Interested firms must register at SAM in order to access the solicitation. Offerors are responsible for printing copies of the RFP and any amendments. The North American Industry Classification System (NAICS) code is 541715 with size standards in number of employees 1000. The offeror is required to register with SAM at http://www.sam.gov as required by FAR 52.204-7. No contract award shall be made to any contractor that is not registered or in the process of registering in SAM. This PRE-SOLICITATION SYNOPSIS NOTICE is for information and planning purposes only and does not constitute a formal RFP. Following the release of an official solicitation, responsible sources may submit a proposal which will be considered by the Government. This PRESOLICIATION SYNOPSIS NOTICE is not to be construed as a commitment by the Government. This is not a solicitation and does not obligate the Government to issue a solicitation, nor will the Government be liable for any costs involved in submission of information in response to this notice. Release of an official solicitation is anticipated in 2021, Quarter 4 of the Government fiscal year. No documents shall be made available prior to solicitation issuance.
