Sources Sought Laboratory Consumables For US Army Combat Capabilities Command - Chemical Biological Center INTRODUCTION The Army Contracting Command Aberdeen Proving Ground (ACC-APG) Edgewood Division, E4215 Brigade Street, APG MD 21010 is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest to provide Name Brand Laboratory Consumables in support of the US Army Combat Capabilities Command - Chemical Biological Center (CCDC-CBC). The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, specifically small business RESELLERS in the small business community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB RESELLERS are highly encouraged to participate. Please note, the Non-Manufacturer Rule will not apply to this requirement in accordance with (IAW) FAR 52.219-6 (DEVIATION 2019-O0003), thus small business resellers will be eligible to participate and can offer the product of any firm. PROGRAM BACKGROUND The US Army Combat Capabilities Development Command Chemical Biological Center (CCDC-CBC) currently has Agilent and Thermo Fisher Scientific spectrometers and using the equipment involves consumable items. These items, including vials, caps, and columns, are manufactured by the equipment manufacturer and are designed specifically to work with their devices. Only brand name consumables will meet the Government’s need. REQUIREMENTS The Government requires name brand laboratory consumables as listed in the attached Statement of Work. ELIGIBILITY The applicable NAICS code for this requirement is 334516 with a Small Business Size Standard of 1000 employees. The Product Service Code (PSC) is 6630. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFQ will be accepted prior to its release. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Stacey Jump, in either Microsoft Word or Portable Document Format (PDF), via email to Stacey.l.jump.civ@mail.mil no later than 5:00 p.m. (Eastern Standard Time) on 21 January 2020 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, cage code, business size (to include additional certifications such 8(a), HUBZone, SDVOSB, WOSB or EDWOSB). Also include: 1) primary points of contact (POCs), including email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
