The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Edgewood Contracting Division has a requirement to procure additional quantities of the M41A1 Protection Assessment Test System (PATS) for the Joint Program Executive Office for Chemical Biological Radiological and Nuclear Defense (JPEO-CBRND), Joint Project Manager Protection (JPM P). The NAICS code for this sources sought is 334519. The M41A1 PATS (NSN 4240-01-665-1803) is a commercial device used to quantitatively measure the fit of a protective mask while donned. The system does not require the introduction of special aerosols or the use of tents or chambers to assess quantitative mask fit. The item calibration and maintenance is supported by existing U.S. Army calibration facilities. The system is capable of measuring the fit factor provided by the man-mask and man-mask-hood interfaces of all current mask systems from a range of 1 to 100,000 without affecting the man-mask fit and without permanent alteration or damage to the mask. Fit Factor is defined as the ratio of the particle concentration measured outside the protective mask divided by the particle concentration measured inside the protective mask. The system uses continuous flow condensation nucleus counter design and is capable of detecting particles in the .02 to 1 micron range. The system weight does not exceed 25 pounds. Storage temperatures and operational temperatures are validated in accordance with MIL-STD-810, Method 502.6 and Method 501.6. Bench handling is validated in accordance with MIL-STD-810, Method 516.7, Procedure VI. Mean Time Between Operational Mission Failure (MTBOMF) is validated at a temperature of 100 ± 3 degrees F. Packaging is validated in accordance with ASTM D 4169, Distribution Cycle (DC) 18, Assurance Level II to inspect for damage and conformance to measuring capability. Proposal are not being solicited nor accepted by the Government. Interested parties may submit a capability statement. The capability statement shall consist of a response limited to 10-pages or less (inclusive of any supporting documentation). Ensure the following is addressed in the response: 1. Qualifications/capabilities to execute the required work; 2. Experience or past performance of a similar nature that supports your qualifications/capabilities to include contract numbers, project titles, dollar amounts, description and percent of work performed. Include performance specifications for any systems that meet the requirements of PATS. Include description of the product/system, current production rates and available performance verification and quality assurance data. Identify requirements for item repair and calibration of the system; 3. Experience with measuring the fit factor of a protective mask from a range of 1 to 100,000 and performing calibration of measurement instruments in accordance with ISO27891. 4. Experience with performing manufacturing and an agreement with the Original Equipment Manufacturer (OEM); 5. Facilities, personnel and applicable quality certifications; 6. Company name and address, points of contact with phone number(s), DUNS number and Cage Code; 7.
