The US Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Edgewood Division on behalf of the Combat Capabilities Development Command, Chemical Biological Center (CCDC Chemical Biological Center) is issuing a Notice of Intent to sole source for Individual Protection System Performance Model (IP SPM) algorithms and simulation toolkit. The Government intends to award an indefinite delivery indefinite quantity (IDIQ) cost reimbursable contract with fixed fee to the following small business contractor: Creare LLC. 16 Great Hallow Rd Hanover NH. 03755-3116 This is a follow on effort. Creare LLC will continue to provide engineering research services for the development of the next version of the Individual Protection System Performance Model (IP SPM) algorithms and simulation toolkit. The IP SPM is a physics based chemical/biological (CB) garment modeling suite of tools that can quantify overall protective and thermal performance of novel individual protection (IP) garment designs, as well as fielded IP systems, against identified CB agent threat scenarios. The aim of the IP SPM is to provide stakeholders of variable levels of expertise with a "virtual" test facility for optimizing the agent protection, thermal comfort, and cost of protective fabric systems and garment ensembles The proposed effort will be awarded on the basis of other than full and open competition in accordance with FAR 6.302-1(a)(2)(ii), “Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment. This notice of intent is not a request for competitive proposals, it is for information purposes only. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
