The purpose of this memorandum is to issue a pre-solicitation notice for an Invitation for Bids (IFB) firm fixed price construction contract to the Replacement of Roof Building 11332 at Fort Bliss Texas. This acquisition is 100% set aside for HUBZONE under NAICS 238160 (Size Standard $19 Million). The estimated procurement value ranges between $500,000 and $1,000,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies, and transportation necessary to complete the scope of work. Compliance with applicable State, local, and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms, and conditions is mandatory. All work under this contract will be performed within the confines of the Fort Bliss, Military Installation, at Fort Bliss Texas. The bid guarantee shall be at least 20% of the bid price but not exceed $3,000,000.00, in accordance with FAR 28.101-2.
