This solicitiation has been admended as of 12 Septmeber 2023, for the following reasons: 1.) This amendment will provide answers to all questions received during the solicitation phase. 2.) All questions received form potential vendors and answers from the contracting office are verbtim. 3.) This amendment will also provide revised drawings. 4.) All other terms and conditions remain the same. See the attached SF 30 for amendment to the solicitation. Revised drawings are also attached as well as the site visit sign in sheet. Mission and Installation Contracting Command (MICC) Fort Bliss is posting SOLICITATION: W911SG23B003 for an Invitation for Bids (IFB) firm fixed price construction contract that consists of constructing 8 – 10' X 12' pre-fabricated concrete box culverts with wing walls and aprons. The roadway shall be reconstructed as per plan sheets. Work is located at on Range Road 7 at mile marker 4, approximately 12 miles north of the Main Cantonment, White Sands Missile Range (WSMR), New Mexico in Dona Ana County. This acquisition is a 100% set aside for Service-Disabled Veteran Owned Small Businesses under NAICS 237310, Highway, Street, and Bridge Construction (Size Standard $45 Million). The magnitude of the procurement is estimated to be between $250,000 and $6,000,000.00. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the WSMR Military Installation, at White Sands Missile Range, NM. The Wage Determination: General Decision Number: NM20230035 03/30/2023; Superseded General Decision Number: NM20220035; State: New Mexico; Construction Type: Highway; County: Dona Ana County in New Mexico, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3,000,000.00, in accordance with FAR 28.101-2. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement.on 7 September 2023 at 1300. Details of that site visit are available in the solicitation. Bid opening date for issuing the solicitation is today, 31 August 2023, and completing contract performance is 395 calendar days after contract award under solicitation number: W911SG23B0003. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents.
