Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a SOLICITATION: W911SG23B0002 for an Invitation for Bids (IFB) firm fixed price construction contract that consists of the removal and the replacement of existing flooring covers for new porcelain tile, and the replacement of the 4” high porcelain tile cover base for 6” high porcelain tile cover base in building 272 in White Sands Missile Range (WSMR), New Mexico. The spaces include all the corridors, the vestibule at the main entrance, lobby, clerk’s office desk area, conference room, janitor’s room and three restrooms. This acquisition is planned to be a 100% set aside for Service-Disabled Veteran Owned Small Businesses under NAICS 238330, Flooring Contractors (Size Standard $16.5 Million). The magnitude of the procurement is estimated to be between $0 and $250,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the WSMR Military Installation, at White Sands Missile Range, NM. The Wage Determination: General Decision Number: NM20230045 03/30/2023; Superseded General Decision Number: NM20220045; State: New Mexico; Construction Type: Building; County: Dona Ana County in New Mexico, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3,000,000.00, in accordance with FAR 28.101-2. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement.
