General Information: The Contractor shall furnish all labor, material, equipment, tools, transportation, performance/payment bonds and supplies necessary to complete the work according to the contract. The project consists of reconstructing the existing roadway, road shoulders, installation of new traffic signs, pavement markings and incidental repairs on Range Road (RR) 6 Section 5 at WSMR, NM. Procurement will be solicited as one hundred percent (100%) Historically Under-utilized Business Zones (HUBZone). The solicitation will result in a Firm-Fixed Price (FFP) contract. The anticipated period of performance is 168 calendar days after contract award has been issued. The North American Industry Classification System (NAICS) code is 237310 (Size Standard $39.5 Million). The magnitude of the procurement is estimated to be between $1,000,000 and $5,000,000. This acquisition is 100% set aside for Historically Under-utilized Business Zones (Hubzones) under NAICS 237310 (Size Standard $39.5 Million). The magnitude of the procurement is estimated to be between $1,000,000 and $5,000,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the WSMR Military Installation, at White Sands Missile Range, NM. The Wage Determination: General Decision Number: NM20210036 01/01/2021; Superseded General Decision Number: NM20200036; State: New Mexico; Construction Type: Highway; Counties: Catron, Chaves, Curry, De Baca, Eddy, Grant, Hidalgo, Lea, Lincoln, Luna, Otero, Roosevelt, Sierra and Socorro Counties in New Mexico, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3,000,000.00, in accordance with FAR 28.101-2. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement. The tentative anticipated date for issuing the solicitation is on or about 30 July 2021, bid opening is to be determined (TBD) and completing contract performance 168 calendar days after notice to proceed under solicitation number W911SG-21-B-0015.
