Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract that consists of crack/fog seal and pavement markings on Range Road (RR) 7, section 22 at White Sands Missile Range (WSMR), New Mexico. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) under NAICS 237310 (Size Standard $39.5 Million). The magnitude of the procurement is estimated to be between $250,000 and $500,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the WSMR Military Installation, at White Sands Missile Range, NM. The Wage Determination: General Decision Number: NM20210036 01/01/2021; Superseded General Decision Number: NM20200036; State: New Mexico; Construction Type: Highway; Counties: Catron, Chaves, Curry, De Baca, Eddy, Grant, Hidalgo, Lea, Lincoln, Luna, Otero, Roosevelt, Sierra and Socorro Counties in New Mexico, will govern work under this contract.
