Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a SOLICITATION NOTICE for an Invitation for Bid (IFB) firm fixed price construction contract to rebuild a total of four (4) parking lots at B-155 East, B-155 West, B-272, and B-1330 to include construction of curb and gutter, sidewalks, handicap ramps, installation of new traffic signs, pavement markings, landscape and incidental repairs at White Sands Missile Range (WSMR), New Mexico. This acquisition is 100% set aside for Women Owned Small Businesses (WOSB) under NAICS 238990 (Size Standard $15.0 Million). The magnitude of the procurement is estimated to be between $1,000,000 and $5,000,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the WSMR Military Installation, at White Sands Missile Range, NM. The Wage Determination: General Decision Number: NM20190035 01/04/2019; Superseded General Decision Number: NM20180049; State: New Mexico; Construction Type: Highway; County: Doña Ana and San Juan Counties in New Mexico, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price or $1,000,000.00, whichever is less. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement. Details of that site visit will be available in the solicitation. Bid opening is 17 September 2019 and completing contract performance 360 calendar days after notice to proceed under solicitation number W911SG-19-B-0017. The technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBizOpps) at www.fbo.gov. No paper copies of this solicitation are available.
