Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a SOLICITATION for an Invitation for Bid (IFB) firm fixed price construction contract that consists of removing and replacing the roofs on various buildings throughout White Sands Missile Range. This acquisition is 100% set aside for Service Disabled Veteran Owned Businesses under NAICS 238160 (Size Standard $15 Million). The magnitude of the procurement is estimated to be between $1,000,000 and $5,000,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. Work under this contract will be located throughout, White Sands Missile Range (WSMR), in Dona Ana County and Otero County, New Mexico. The Wage Determination: General Decision Number: NM190025 04/05/2019; Superseded General Decision Number: NM20180032; State: New Mexico; Construction Type: Building; Counties: Otero County in New Mexico, will govern work under this contract. The Doña Ana Wage Determination is 2019-NM-011. The bid guarantee in the amount shall be at least 20% of the bid price or NTE $3,000,000.00, whichever is less. Performance and Payment bonds must equal 100 percent of the original contract price. An organized site visit will be announced at a later date for this procurement. Bid due date will be 11 September 2019 @ 1:00 PM MST and completing contract performance 220 days after notice to proceed under solicitation number W911SG19B0003.
