Solicitation Number: W911SG-19-Q-XXXX (Solicitation # will be created at a later date) Notice Type: Presolicitation Synopsis: Mission and Installation Contracting Command (MICC) Fort Bliss at 111 Pershing Road, Fort Bliss, TX 79916 is issuing a PRE-SOLICITATION NOTICE for Synopsis for firm fixed price service contract to repair, reverse engineer, and fabricate between 10 and 20 wiring harness to original specifications or best serviceable condition by checkout, disassembly as required, detailed inspection, replacement of failed or unacceptable parts or components for 1AD combat platforms (M1A2, M2A3, AVB). The vendor must re-assemble, inspect and test at all required levels of re-assembly. Contractor will complete all inspection test and documents IAW the PWS, 750-1 and IAW MIL-STD 100E ANSI Y14.5M-1982 of each technical drawing. This acquisition has no set aside selected under NAICS 335931 (Size Standard 500 employees). The product service code selected for this acquisition is J059 Maintenance and Repair of Electrical and Electronic Equipment. The magnitude of the procurement is estimated to be between $150,000 and $250,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. This contract is for an immediate need due to long lead times within the current Army system. Work under this contract must be performed at an approved TACOM SRA certified contractor facility for wiring harness repair, reverse engineering, and fabrication upon award of contract. The date for issuing the solicitation is on or about 21 February 2019 due date will be 27 February 2019 and completing contract performance 60 days after notice to proceed under solicitation number W911SG-19-P-XXXX (contract number will be determined at a later date).
