Notice Type: Synopsis Construction of a Latrine annex addition external to building 3010 at Ft Benning Ga. The U.S. Army Mission and Installation Command (MICC) - Fort Benning, intends to issue a solicitation to construct a Latrine annex addition to the existing building 3010 to support the U.S. Army Garrison Fort Benning. The resulting contract will be for 180 days. This acquisition is reserved exclusively for participation by Service Disabled Veteran Owned Small Business (SDVOSB). The applicable product/service code is Y1EZ, "Construction of Other Industrial Buildings." The NAICS Code is 236220, Commercial and Institutional Building Construction. The size standard is $36.5 Million. The general scope of work of this contract is to provide all work, materials, supplies, parts (to include system components), transportation, plant, supervision, labor, and equipment, except when specified as Government-furnished, needed to repair or construct real property facilities. U.S. Army Garrison Fort Benning and related satellite sites. The contractor shall provide quality assurance as specified in strict accordance with all terms, conditions, special contract requirements, specifications, drawings, attachments, and exhibits to be outlined in the contract requirements and orders awarded under the contract. The contractor's work and responsibility shall also include all planning, programming, administration, and management necessary to provide repair, construction, and related services as ordered. The contractor shall be responsible for site preparation and cleanup for each order issued under the contract. Further, the contractor shall provide related service such as preparing and submitting required reports, maintaining record drawings current, performing administrative work. The solicitation is to be solicited as an Invitation for Bid (IFB). Bidders must be responsive and determined responsible in accordance with (IAW) FAR Part 9.104-1. Sufficient detail should be provided citing specific data as may be required, such that the bid may be adequately evaluated. We expect the IFB to be available on or about February 10, 2020 with a tentative bid due date of Tuesday March 10, 2020 at 2:00 P.M. Eastern. Only hard copies of the bids shall be submitted, no bids will be accepted through electronic means. A site visit opportunity will be scheduled when the solicitation is posted, and prospective contractors are urged to inspect the site where work will be performed. The period of performance is expected to be 180 days from issuance of the notice to proceed. The estimated magnitude of this project is between $250,000 and $500,000. The Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act) will apply. A bid bond will be required with all bids. The successful contractor will be required to obtain performance and payment bonds before being given the notice to proceed. We intend to award a firm-fixed price contract in accordance with the procedures of Federal Acquisition Regulation (FAR) Parts 14 (sealed bidding) and 36 (construction and architect-engineer contracts.) Prospective contractors do not need to respond to this presolicitation notice.
