Synopsis: MICC-West Point intends to solicit and negotiate with only one source under the authority of FAR 13-106-1(b)(1)(i), “Only one source reasonably available” based on the company being the sole provider for the services and is therefore the only source capable of satisfying the Government requirements. The Government intends to solicit and negotiate with: OCLC, Inc 6565 Kilgour PL Dublin, Ohio 43017-3395 This is a new requirement for one (1) digital access to OCLC subscription at West Point U.S Military Academy. The NAICS Code is 519210, Libraries and Archives with a size standard of $21 million. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. OCLC provides integrated software and data in support of our essential mission functions for accounting for library materials, interlibrary loans, bibliographic control, and digital preservation as prescribed by AR 25-97, The Army Library Program, 8 December 2014. Specific components included are: • WorldCat Resource Sharing, Tipasa-OCLC Hosted Server, and Tipasa Annual License in support of interlibrary loan. • Annual Access Subscription, Cataloging Subscription, and FirstSearch WorldCat Discovery in support of bibliographic control. Our cataloging subscription includes the following: o Access to over 1 billion catalog records from libraries, publishers, vendors, and other content providers. These records form the basis for accounting for library materials as well as providing description and access to the materials. o Connexion software: Includes a robust search capability to find bibliographic and authority records; allows for faster creation, and editing of both bibliographic and authority records; includes many features for validating both the content and coding; records can be easily exported from Connexion into our local ILS, Ex Libris. o Our holdings are included in WorldCat, making our library content visible to our users, and the public at large. o Access to the WorldCat Cataloging Partners program which allows for the automatic delivery of records from WorldCat for titles purchased from selected vendors. o Access to the WorldCat knowledge base for managing and accessing records for electronic resource collections. • CONTENTdm License and Hosting in support of digital preservation. • EZProxy to maintain access to products and materials Each of the three product areas are interlinked to provide maximum interoperability among these related functions. OCLC is a worldwide cooperative with over 70,000 member libraries and is the sole source of these services on the scale required.
