THIS IS A REQUEST FOR A QUOTE (RFQ). The U.S. Government is issuing requirement to provide Service/Testing and Maintenance (ITM) for all Self-Contained Breathing Apparatus (SCBA) equipment for the West Point Fire Department at the United States Military Academy at West Point, N.Y. This requirement is being competed as a total small businesses set-a-side. The NAICS code 811310 -Commerical and Industrial Machinery and Equipment (except Automotive and Electronic) Repai and Maintenance with a small business size standard of $11M. The Period of performance (POP) will be for a base year and four(4) one year options. The anticipated POP for the base year is 22 May 2023 through 21 May 2024 and the Contractor shall perform annual ITM tasks each year between (1 August 2023 and 31 July 2024 ) of each year. Please see Scope of Work (SOW). Bid Due date is 12 May 2023 NLT 1200PM Eastern Standard Time (EST). Bid shall be submitted prior to the due date and time to the following address: Mission and Installation Contracting Command (MICC) - West Point, ATTN: Sonya Van Valkenburg, Purchasing Agent, 681 Hardee Place, 1st Floor, Room 100, West Point, NY 10996. Bid shall be submitted in a sealed envelope with the following information on the outside: Invitations For Bids Number, Purchasing Agent Name, Date and Time of Bid Opening, and Bidders name and address. Please do not count the shipping/mailing envelope/box as your sealed envelope. Shipment packaging shall be able to be removed and still maintain the integrity of the sealed bid package. Bid MUST be submitted via mail or hand carried to the MICC - West Point office to be received and time stamped prior to the due date and time listed. Bids received after this date and time, or bids received via fax or email will not be considered and will be ineligible for award. (NOTE: Formal Bid Opening will be at the same address as in 1.b. in Room 104). The bidder's failure to include information required by this solicitation will result in the bid submission being found non-responsive and will therefore be ineligible for award. This notice is intended strictly for market research. The U.S. Government has a requirement for West Point Military Academy for possible Base Pluss four (4) Option Year to Inspect and repair SCBA Fire Department equipment. A small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. The anticipated NAICS code(s) is 811310 (Commerical and Industrial Machinery and Equipment (Except Automotive and Electronic) Repair and Maintenance), the associated size standard of less than $12,500,000. This is a Service Contract: The Contractor shall provide all certification, labor, equipment, materials and supervision necessary to perform Inspection, Testing and Maintenance (ITM) of all self-contained breathing apparatus, cylinders, air lines, air carts, air filling, voice amplifiers and other related respiratory equipment in accordance with manufacturer's recommendations and the National Fire Protection Association (NFPA) standard 1852 “Selection, Care and Maintenance of Open-Circuit Self-Contained Breathing Apparatus (SCBA). The inspection will include at a minimum, 100 Scott cylinders (both 30 and 60 minute), 4 confined space SCBAs, 8 personal escape cylinders, 70 Scott SCBAs, one Scott Liberty air cart, one Scott SCBA Air Compressor model # AC0403365111, one confined space portable air cart (Mack-3). Not all cylinders and packs will require repairs and various services throughout the year will be on an as-needed basis. All minimum standards shall be met for air testing and NFPA servicing of equipment. The contractor share perform inspection/ maintenance on SCBA equipment within five (5) days of contract award. See Scope of Work (SOW) . In response to this source sought, please provide: 1. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Information to help determine if the requirement for ITM SCBA Inspection and Maintenance of the SCBA Fire Department Equipment is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition.
