All respondents must have an active registration in the System for Award Management at www.sam.gov. Interested SB must be listed as verified on the Vendor Small Business Certification in SAM.gov. In order to be considered for award not only do you have to be actively registered in SAM.gov under Small Business, but all respondents must also have participated in the mandatory Site Visit for the installation of the “Temporary Boiler, at Building 603, Cullum Road, West Point, N.Y.” (See Site Visit Attachment for further instructions). Please note there be NO site visit waivers nor make updates for missed site visit. The U.S. Government has a requirement to provide and install a temporary boiler at the Officer’s Club at West Point, NY in accordance with a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with the information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is 238220 – Plumbing, Heating and Air Conditioning Contractors, size standard is $16,500,000.00 A need is anticipated to provide and install a temporary boiler at the Officer’s Club at the United States Military Academy (USMA) at West Point, NY. It is the intent of this scope of work to describe the labor and materials necessary to provide a temporary steam boiler for bldg. 603 from May 27th to June 24th, 2023. The tasks that must be performed to deliver and install a temporary steam boiler and include, but is not limited to the following: Provide a temporary steam boiler with 15PSI at 1800lbs/hr. Supply all material, hoses, flanges, water lines and any misc. parts needed for complete hook up. Provide a fuel line that runs to top of stairs alongside bldg. 603, Cullum Rd. Line is so fuel can be delivered and supplied to unit. Provide 120V power to boiler. Connection will be in basement of bldg. 601. Run line along the ground and provide a ramp/cover for road protection. Connect the boiler to the existing steam lines and water line that run along the wall of parking lot next to 601. Provide delivery and startup of boiler by factory technician. Once main power plant is back online, the contractor will provide labor to disconnect boiler and demobilize. In response to this source sought, please provide: Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. Information to help determine if the requirement for the temporary boiler is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition.
