This RFQ requirement is for one (1) Miror Journal (MRJ) a scholarly semiannually print journal on the insider threat it will be Base plus two (2) Years. This journal is a cloud-based manuscript management service which handles the workflow from initial review to decision (rejection / acceptance) for those manuscripts to be considered for publishing for the Insider Threat Research Program at the United States Military Academy and the U.S. Government MRJ-Manuscript Management Services.- The contractor shall provide a cloud based Scholar manuscript management service for the "MIROR Journal" (MRJ) new semiannually printed journal for the Insider Threat Research Program at West Point. The services shall include manuscript management services for editorial and peer review utilizing an online workflow system. The service will have Integration with "Orcid" (only), allow data archiving and portability of information in the system, submission web interface, number of submissions peryear allowed without additional cost (150 to 166 manuscript submissions), access to the number of journals already using the system should be about - (6,700 to 7000 or more). 12 -gigabytes of storage or larger - (billed quarterly in advance). This notice is intended strictly for market research. The U.S. Government has a requirement for West Point Military Academy for Cloud Base Manuscript Management Platform for base plus two (2) option years. A small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside.
