The United States Military Academy at West Point, NY has a requirement for Parachute Equipment as listed in the attached Solicitation# W911SD21R0179 (Standard Form 1449). The Federal Government now requires all vendors to complete, fill in, and sign / date the Solicitation (SF1449) with all quoted offers. I will not be able to accept a quote unless I receive a fully completed, filled-in, signed / dated SF1449 to go with the quote (no exceptions). The SF1449 must be fully completed and returned to me as follows... PAGE 1: Block 12, 17a, and *24 (*Combined Overall Total for the entire Contract) PAGE 1: Block 30 a / b / c (***must be SIGNED/DATED; can't accept quote w/o signature***) PAGE 3 thru 8: All the Unit Prices -and- Overall Totals for each Line Item (a total of 8) PAGE 12 (top): Clause# 52.204-8 (fill in applicable slots) PAGE 17 (bottom): Clause# 52.204-24 (fill in applicable slots) PAGE 19 (top): Clause# 52.204-26 (fill in applicable slots) PAGE 19 thru 41: All applicable slots must be filled. You may submit your own company quote with the SF1449. However, completion and submittal of the SF1449 is mandatory in order for your quote to be considered (no exceptions). NOTE 1: This solicitation is 100% Set-Aside for Small Business concerns under NAICS Code 339920; business size 750 employees. Authorized Sellers / Distributors with applicable NAICS Codes 314999 and 451110 may apply as long as they are officially designated as Small Businesses under the NAICS Codes listed on this note –AND- are Authorized Sellers / Distributors of the items (see NOTE 2 below). NOTE 2: Your quote must reflect the EXACT specifications and details listed on the SF1449 (no exceptions). Failure to meet this requirement will be considered as "Non-Responsive" and you will not be considered for this solicitation. The SF1449 must be completed and attached with any quoted offers. NOTE 3: This solicitation is Firm Fixed Price only. Federal Government prefers FOB - Destination. You must include the shipping cost in the main line item and have the quote listed as “FOB – Destination”. Quotes with FOB-Origin or Estimated / Adjustable Shipping Fees will not be accepted and could cause your quote to be rejected for this solicitation. NOTE 4: Promotional / Discount Pricing will only be accepted if the offer is available for a minimum of at least 10 business days from the date the solicitation closes (not from the date you submit your quote). Any offers below the 10-day minimum requirement will have to be offered as Non-Promotional / Non-Discount price only. SPECIAL NOTE: The Solicitation is hereby updated to INCLUDE the following FAR Clause: 52.225-1 - Buy American Act. In basic general terms… The Buy American Act requires Federal agencies to procure domestic materials and products. Two conditions must be present for the Buy American Act to apply: (1) the procurement must be intended for public use within the United States; and (2) the items to be procured or the materials from which they are manufactured must be present in the United States in sufficient and reasonably available commercial quantities of a satisfactory quality. This clause is hereby applied to this posting with the same enforcement as if it was stated on the SF1449 (Solicitation).
