SOURCES SOUGHT INTRODUCTION The Mission and Installation Contracting Command – West Point is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for planning and exercise support to the Army Cyber Institute’s research experiment Jack Voltaic 3.0. in Savannah GA and Charleston SC . The intention is to procure these services on a competitive basis BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.” PROGRAM BACKGROUND AND DRAFT PERFORMANCE WORK STATEMENT: Specific Tasks: Support the development and execution of a multi-echelon and multi-sector experiment in the form of an exercise that researches the governance around the military's response during a domestic cyber-physical event, where the private sector could leverage military cyber capability. It includes a cyber range portion (hereafter known as live-fire or LFX) that is integrated and supports a manager/leader/executive level table-top exercise (TTX). The primary subtasks include: The contractor shall develop the Master Scenario Events List in support of a regional scenario that focuses on two major port cities on the eastern US seaboard (Charleston and Savannah). At a minimum, this includes the following: A list that includes a chronological listing that supplements the exercise scenario for both locations with: Synopsis of the event injected into the scenario. Expected response of the participants. Exercise and stakeholder objectives addressed by the event Identification of participants who will be responsible for the inject Events should be designed so that they can be introduced into a cyber range and then elevated to a table-top discussion. During planning workshops, the contractor shall facilitate discussion as needed to ensure the MSEL is sufficiently developed and will produce a successful exercise. The contractor shall develop a Player Briefing and Handout that details the Exercise Plan (EXPLAN). The EXPLAN is a general information document that help operations-based exercises run smoothly by providing participants with a synopsis of the exercise. They are published and distributed to the participating organizations following development of most of the critical elements of the exercise. Players and observers should review all elements of the EXPLAN prior to exercise participation. The contractor shall develop EXPLANs in word documents, power point slide decks or excel spreadsheets determined by the exercise. The contractor shall incorporate the following sections in the EXPLAN: Exercise scope, objectives, and core capabilities Exercise assumptions and artificialities Participant roles and responsibilities Rules of conduct Observer Controller / Trainer Instructions Safety issues, notably real emergency codes and phrases, safety controller responsibilities, prohibited activities, and weapons policies Logistics Security of and access to the exercise site Communications (e.g., radio frequencies or channels) Duration, date, and time of exercise and schedule of events Maps and directions The contractor shall develop a White Cell Support Plan for controllers and evaluators in two locations (Charleston and Savannah). This plan describes the roles and responsibilities of exercise controllers and evaluators as well as the procedures they need to follow. At a minimum, the contractor shall incorporate the following sections into the plan: Assignments, roles, and responsibilities of group or individual controllers and evaluators. Detailed scenario information. Exercise safety plan Controller communication plan Evaluation and data collection instructions. NOTE: Because it includes information about the scenario, it is not distributed to players and is used as a supplement to the EXPLAN. The contractor shall attend and participate in all scheduled planning workshops and meetings dedicated to scenario design, event execution, and data collection Planner Workshop #2: February 18-20, 2020 in Savannah, Georgia, USA Planner Workshop #3: March 3-5, 2020 in Charleston, South Carolina, USA Planner Workshop #4 / Final Planning Meeting: April 7-9, 2020, in Charleston, South Carolina, USA 2. Support the execution of the table-top exercise portion of the Jack Voltaic research experiment with the following tasks: The contractor shall assist and support the execution and administration of two table top exercises (TTXs) occurring simultaneously in two separate geographic locations. At a minimum, includes: Facilitate observer controller training session. Facilitate a rehearsal of concept (if needed) Disseminate final documents and books Facilitate controller hot wash meetings after each day of the exercise (no more than 3) Provide input to the exercise director daily for daily status reports Provide additional observer controllers and appropriate functional cell support for the event. The contractor shall provide MSEL management and execution for the scenario. The contractor shall provide post event After Action Review that, at a minimum: Details event execution outcomes from both TTXs and any issues that arose. Details resource recommendations for future events. Describes other lessons learned from planning and execution. 3. Deliverables: Master Scenario Events List (Draft Suspense: 15 March 2020; Final Suspense: 15 April 2020) Player Briefing and Handout (EXPLAN) (Draft Suspense: 5 March 2020; Final Suspense: 7 April 2020) White Cell Support Plan (Draft Suspense: 15 March 2020; Final Suspense: 15 April 2020) After Action Review (Final Suspense: 31 July 2020) REQUIRED CAPABILITIES The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform planning and exercise support to the Army Cyber Institute’s research experiment Jack Voltaic 3.0. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Service Contract Act ELIGIBILITY The applicable NAICS code for this requirement is 541990 with a Small Business Size Standard of $16.5. The Product Service Code is AZ16. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than five (5) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 4 pm, EST, 21 January 2020. What type of work has your company performed in the past in support of the same or similar requirement? 2.) Can or has your company managed a task of this nature? If so, please provide details. 3.) Can or has your company managed a team of subcontractors before? If so, provide details. 4.) What specific technical skills does your company possess which ensure capability to perform the tasks? 5.) Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company’s ability to perform at least 50% of the tasking described in this PBSOW for the base period as well as the option periods. 6.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 7.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. 8.) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. The estimated period of performance consists of 6 months with performance commencing in February 2020. The contract type is anticipated to be Firm Fixed Price. The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Lori Gambill, in either Microsoft Word or Portable Document Format (PDF), via email. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
