The U.S. Government is issuing an IFB to procure Packing and Crating services for the United States Military Academy (USMA) located at West Point, NY. This requirement is being competed between capable small businesses. The NAICS code is 488991 Packing and Crating with a small business size standard of $30 M. The period of performance (POP) will be for a base year and four (4) one-year options. The anticipated POP for the base year is February 28, 2023 through February 27, 2024. Please see IFB package for Performance Work Statement (PWS). Bid Due and Bid Opening date is 14 February 2023 NLT 1100 Eastern Standard Time (EST). Bid shall be submitted prior to the due date and time to the following address: Mission and Installation Contracting Command (MICC) - West Point, ATTN: Tara D’Amico, Contract Specialist, 681 Hardee Place, 1st Floor, Room 100, West Point, NY 10996. Bid shall be submitted in a sealed envelope with the following information on the outside: Invitations For Bids Number, Contract Specialist Name, Date and Time of Bid Opening, and Bidders name and address. Please do not count the shipping/mailing envelope/box as your sealed envelope. Shipment packaging shall be able to be removed and still maintain the integrity of the sealed bid package. Bid MUST be submitted via mail or hand carried to the MICC - West Point office to be received and time stamped prior to the due date and time listed. Bids received after this date and time, or bids received via fax or email will not be considered and will be ineligible for award. The bidder's failure to include information required by this solicitation will result in the bid submission being found non-responsive and will therefore be ineligible for award. The U.S. Government has a requirement to provide packing, containerization and transportation of personal property shipments for the Cadets and Servicemen at the United States Military Academy at West Point, NY in accordance on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if two or more small businesses do not respond with information to support the set-aside. In accordance with the attached Performance Work Statement (PWS), the contractor shall furnish all personnel, equipment, facilities, supplies, services and materials, except as specified herein as Government-furnished, for the preparation of personal property of Department of Defense (DOD) personnel for shipment and/or storage and related services through the Direct Procurement Method (DPM). The work to be performed will be those services in the Schedules awarded to the contractor as outlined in individual Contract Line Item Number (CLIN) items. The area of responsibility includes seven counties in NY: Orange, Westchester, Rockland, Putnam, Dutchess, Ulster, Sullivan and one county in Connecticut: Fairfield. In response to this sources sought, please provide: 1.
