The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-05. The associated North American Industrial Classification System (NAICS) code for this procurement is 313210 with a small business size standard of 1,000.00 employees. This requirement is a Small Business Set-Aside and only qualified sellers may submit bids. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC West Point intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC West Point is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. The U.S. Government desires to procure Cloth Polyester Twill Lining on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. Requirements: Polyester cloth intended for use as lining material in Dress Uniform Coats, Jackets, and Overcoats for the United States Corps of Cadets attending the United States Military Academy The color of the cloth shall be Cadet Gray (Blue/Gray), the finished cloth shall match the USMA Standard Color Sample when viewed under filtered tungsten lamps that approximate artificial daylight and that have a correlated color temperature of 7500 (+/- 200) K, with illumination of 100 +/- 20 Foot candles, and shall be a good match to the USMA Standard Color Sample under incandescent lamplight at 2300 (+/- 200) K. The cloth shall be furnished in continuous lengths, each not less than 150 yards. 4. Information to help determine if the requirement for Cloth Polyester Twill Lining is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 6.
