The solicitation number is W911SD-20-R-0085 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06. The associated North American Industrial Classification System (NAICS) code for this procurement is 337215 with a small business size standard of 500.00 employees. This requirement is a Small Business Set-Aside and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted, and, unless otherwise displayed at www.UnisonMarketplace.com, will end on: 2020-06-08 15:00:00.0 Eastern Time. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC West Point intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC West Point is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.UnisonMarketplace.com. The Site Visit will take place on Tuesday, May 19, 2020 at 10 am. Eastern Time, at Building 681 Hardee Place, West Point, N.Y. (Garrison Headquarters). We will meet in the parking lot of Building 681. After a brief walk, we will inspect the Employee Lockers, at the Cadet Mess Dining Hall, West Point, NY. All attendees must wear a mask when entering West Point. Directions for entering West Point: All visitors must go to the Visitor Center, in Highland Falls, NY prior to entering West Point for a Visitor Pass. Any person with a criminal record, will not be allowed to enter the gate. After receiving the Visitor Pass, you can enter West Point, at the Thayer Gate Entrance, near the Visitor Center. Please drive to the parking lot of Bldg. 681 Hardee Place, West Point, NY, where we will meet. The Visitor Center make take awhile to get a pass. Please allow an hour before the meeting to go to the Visitor Center to ensure you will have a Visitor Pass. Please be on time for the meeting. The U.S. Government desires to procure 500 Employee Lockers for The United States Military Academy at West Point, NY on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.
