The solicitation number is W911SA23Q1056 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 212313 with a small business size standard of 850.00 employees. This requirement is a Small Business Set-Aside and only qualified sellers may submit bids. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort McCoy intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort McCoy is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. The Mission and Installation Contracting Command at Fort McCoy, WI is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest in and the resources to support this requirement for Crushed Decomposed Granite Road Base and Slow Cure Cold Patch Asphalt to be delivered FOB Destination to Fort Hunter Liggett, California. The anticipated North American Industry Classification System (NAICS) code for this requirement is 212313, Crushed and Broken Granite Mining and Quarrying with a small business size standard of 850 employees. The results of this market research will contribute to identifying potential sources and determining the method of procurement if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside socioeconomic categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. Be advised that the U.S. Government will not be able to set aside this requirement if two (2) or more small businesses do not respond with information to support the set-aside. The U.S. Government is seeking qualified, experienced sources capable of delivering 20,000 tons of crushed decomposed granite (DG) road base and 800 tons of slow cure (SC-3000) cold patch asphalt. The asphalt shall meet California Transportation Specifications for slow cure (SC-3000) cold patch asphalt. Delivery shall be 30 after date of contract (ADC) to Fort Hunter Liggett, California, 93928. This will be a one-time delivery.
