The Mission and Installation Contracting Command (MICC)-Fort McCoy intends to award a sole source, firm-fixed-price contract to S and D Consulting Int. Ltd, 335 East 90th Street, New York, NY 10128, CAGE Code 3HGU7, for the 88th Readiness Division (RD) Casualty Operation Branch (CASOPS). The purpose of this acquisition is to procure 50 American Ceremonial Bugle kits to include one nickel/silver 17” bugle, a hard shell carry case, a programmable insert capable of playing “Taps,” and an instruction book and to procure an additional 25 silver programmable inserts to be delivered FOB Destination to Fort McCoy, WI within 30 days of award. The statutory authority permitting other than full and open competition for this action is 41 U.S.C. 1901 as implemented by FAR 13.106-1(b), Soliciting from a single source, for purchases not exceeding the simplified acquisition threshold. S and D Consulting Int. Ltd has patented this technology and there are no other known sources. The digital bugle must be capable of rendering a realistic, high-quality, recorded version of “Taps” to give a non-bugler (when a live bugler is not available) a dignified visual appearance of performing live for military funeral honors ceremonies. This notice is not a request for competitive proposals or quotations. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered before the notice end date. Interested concerns must show clear and convincing evidence that they are eligible and capable of providing these services. If no affirmative written responses are received by 10:00 AM Central Time on 5 May 2023, an award will be made without further notice. A request for documentation will not be considered an affirmative response. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. It is noted that offerors must be registered in the System for Award Management (SAM) database to receive a Government contract award. Offerors may register for SAM at https://sam.gov.
