The Mission and Installation Contracting Command (MICC), Fort McCoy, Wisconsin, has a requirement for a contractor to provide all parts, labor, equipment, material, supervision, and transportation necessary for the purchase and delivery of concrete sling load training blocks to multiple locations within the United States in accordance with the specifications and all solicitation documents including all referenced documentation. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. Solicitation W911SA23Q1021 is issued as a Request for Quotation (RFQ) using the procedures outlined in Federal Acquisition Regulation (FAR) Part 13 Simplified Procedures and FAR Part 12, Acquisition of Commercial Products and Commercial Serices as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). The resultant contract will be awarded as a firm-fixed-price contract. The anticipated delivery date is no later than 30 August 2023. The Mission and Installation Contracting Command (MICC)-Fort McCoy intends to award a sole source, firm-fixed-price contract to Brandt Group Inc, 17 Corporate Plaza Drive, Suite 200, Newport Beach, CA 92660, CAGE Code 6CUL7. The purpose of this acquisition is to procure 10 sling load training blocks to be delivered to multiple locations. The delivery date will be no later than 30 August 2023. The statutory authority permitting other than full and open competition for this action is 41 U.S.C. 1901 as implemented by FAR 13.106-1(b), Soliciting from a single source, for purchases not exceeding the simplified acquisition threshold. Brandt Group, Inc is the only known source that manufacturers sling load training blocks according to the specifications of Natick Drawing 11-1-7752. This notice is not a request for competitive proposals or quotations. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered before the notice end date. Interested concerns must show clear and convincing evidence that they are eligible and capable of providing these services. If no affirmative written responses are received by 10:00 AM Central Time on 16 March 2023, an award will be made without further notice. A request for documentation will not be considered an affirmative response. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
