The Government will award a single firm fixed-price contract, within the time for acceptance specified in the solicitation, to the responsive and responsible offeror whose bid will be most advantageous to the Government, considering only price and the price-related factors. Award will be made to the responsible offeror who offers the lowest reasonable and realistic price. Initially bids shall be ranked ordered according to total price including the base and the additive contract line item. The Government will make award on the base bid item (CLIN 0001AA) at a minimum, and intends to make award for the additive item (CLIN 0001AB) for which funding is available. The low bid shall be the Offeror that is otherwise eligible for award; and offers the lowest aggregate amount for the base bid item (CLIN 0001AA), plus the additive item (CLIN 0001AB), that provides the most features within the funds determined available.
