The Department of the Army, Director of Public Works, Joint Base Lewis-McChord, Yakima Training Center, Yakima, Washington, is issuing this Solicitation as a means of receiving bids from commercial sources capable of providing, a non-personal services contract to provide grounds maintenance services. The intended contract period is for a 1-year base period with four (4) one-year option periods (five years total). Description of services:The Contractor shall provide all personnel, quipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform grounds maintenance services as defined in the Performance Work Statement, the Contractor shall perform to the standards in the contract. The contractor shall provide commercially established grounds maintenance services to improved, semi-improved, and unimproved areas on Yakima Training Center. A Performance Work Statement (PWS) is provided. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561730. The Sources Sought have determine the availability and capability of qualified businesses capable of providing these services. Based on the responses to this Sources Notice/market research, this requirement will be set-aside for small businesses or procured through full and open competition.

The purpose of this announcement is to determine the availability and capabilities of small businesses and small business joint ventures interested in performing a planned requirements contract in support of the United States Army. This is not a solicitation for proposals, and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. This announcement does not contain a bid package or solicitation, and no presentation will be scheduled. All responses shall be provided in writing via e-mail. The Mission and Installation Command (MICC) JBLM is seeking responses from interested small business firm with current and relevant qualifications, experience, personnel, and capabilities necessary to perform the work described in this announcement and the attached draft Performance Work Statement (PWS). Work will be performed at Yakima Training Center (YTC) in Washington State. The North American Industry Classification System (NAICS) Code for this requirement is 561730, Landscaping Services and the small business size standard for this requirement is $7.5 Million Dollars. The requirement is a follow-on effort to work currently performed under requirements contract W911S8-16-D-0005 and W911S8-11-D-0011 awarded as a small business set-asides. The requirement is planned as a requirement contract with a one-year base period and four one-year option periods. Task orders are planned to be issued as firm fixed price (FFP). Interested small businesses are invited to respond to this sources sought by completing and returning the response form provided with the announcement located at www.fbo.gov Each responding small business is requested to provide up to three example projects which best demonstrate its experience performing the type of work covered by this requirement. Within the narrative description section of the response form, describe the projects sufficiently to demonstrate the firm's experience with the types of work described above. Example projects should be representative of NAICS 561730, the description above and draft PWS, and be similar in size, scope, and complexity to this requirement. Example projects completed within the past five years are considered more relevant than projects completed more than five years ago. Please do not submit more than three (3) example projects. When completing the response form, please be accurate. Responses will allow MICC JBLM to determine whether there are a sufficient number of qualified small businesses to set aside all or a portion of the solicitation for small business. If an insufficient number of qualified responses are received, MICC JBLM may issue the solicitation for full and open competition. Respondents will NOT be notified individually of the results of the sources sought.
