Presolicitation Notice: W911S8-21-B-0001 HVAC Repair Bldg. J01141 Description The work shall consist of furnishing all supervision, labor, equipment, and materials to perform all work in strict accordance with the contract, the Statement Of Work (SOW), and identified drawings to replace heating boiler in building J01141, Joint Base Lewis-McChord, WA. The following is a brief summary of the project and is provided solely for the purpose of revealing the general nature of the work involved: Contractor shall clean and flush existing heating piping using a product similar to CH2O Clean-N-Flush. Contractor shall demolish the existing three boilers, piping, drains, building pump, valves, unions fittings, flue, electrical, gas piping to install new single heating water boiler. Contractor shall repair HVAC DDC Energy Management Control System (EMCS) in BLDG J01141. Contractor shall test and air balance all AHU, FCU, VAV, Exhaust fans, and Make-up air fans with all associated diffusers/returns in the building to original design flow rates. The Invitation for Bid will result in the award of one fixed-priced contract. The contract performance period will be 150 calendar days after the date of issuance of the Notice to Proceed for the Base Item(s). Phasing of the projects/facilities will be described in the solicitation when issued. The magnitude of this project is expected to be between $250,000 and $500,000. The applicable North American Industry Classification System (NAICS) Code is 238220. Size Standard is $16.5M. Solicitation for this requirement will be accomplished via Invitation for Bid. The solicitation number will be W911S8-21-B-0001 and is tentatively planned to be released around 24 March 2021. This solicitation is 100% set-aside for Small Business. The entire solicitation, including the specifications and drawings, will be made available only on BetaSAM at https://beta.sam.gov/ Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information for downloading their own copy of the solicitation package and drawings. Paper copies will not be available. Once the solicitation is posted, interested parties must review the website frequently for updates and amendments to any and all documents; and verifying the number of amendments issued prior to the due date for proposals. The closing date and time for submission of bids will be contained in the solicitation package. No response to this notice is necessary and no Source List will be maintained by this office. All potential bidders must obtain a DUNS number and be registered in the System for Award Management (SAM) in order to transact business with the Department of Defense (DoD). Lack of registration in the SAM database and failure to obtain a DUNS number will make a bidder ineligible for award.
