TITLE: Miscellaneous Paving Requirements LOCATION: U.S. Army Dugway Proving Ground, Utah DESCRIPTION: This is an indefinite-delivery, indefinite-quantity (IDIQ), firm-fixed price requirement for miscellaneous paving construction services. Any work required by the Government shall be accomplished by the issuance of task orders by the Contracting Officer against the proposed contract. The Period of Performance (POP) for this requirement is a 12 month base period and 4 one year Option periods of one year each. The estimated magnitude of this project is between $1,000,000to $5,000,000 Annually. The NAICS for this acquisition is 237310, Highway, Street, and Bridge Construction (Small Business Size Standard $39.5 Million). Per Federal Acquisition Regulation (FAR) 19.804-3, this requirement is restricted to 8(a) firms authorized by the Small Business Administration's Utah District Office to perform within the district's geographical region. In lieu of a site visit, and Covid-19 restrictions, the interested bidders are responsible to review provided MAPS, Pictures and descriptions of DPG. Note: IFB and Contractor proposal spread sheet must be filled-in in its entirety. Total bid from contractor proposal spread sheet for each option year shall be placed in the IFB CLINs (0001, 2001, 3001, 4001) Submission of IFB and Bid Opening notes: All Bids maybe submitted via email electronic submission to nicholas.j.rowton.civ@army.mil, Fed Ex hard copy/CD or hand delivered no later than the closing on 16th February 2022 at 1:00 at Bid Opening. Perform construction and repair of surfaced areas, including asphalt and cement concrete pavements, gravel and earth surfaced areas, and associated structures and appurtenances. Additionally, perform associated work related to relocation and repair of utility distribution systems affected by the work. All work will be performed by qualified personnel in accordance with applicable laws, regulations, and documents listed in the Technical Exhibits (TE). Further detail is provided in the draft Statement of Work (SOW0 will be provided attached to this announcement (Attachment 1) Components Surfaced areas covered under this contract include, but are not limited to, the following: Paved and unpaved roadways, trails, and shoulders Paved and unpaved parking areas Sidewalks Curbs Vehicle storage and staging yards Maintenance yards Supply yards Bridges The Utility Distribution Systems include exterior water and sewer piping systems to the buildings and all systems to which piping are attached. This work applies to all supply systems for the Utility Distribution Systems to all buildings, structures, and grounds that are affected by work to surfaced areas. Army Airfield Pavement Perform construction and repairs as recommended by reports, the specifications in TE 03, or identified by Directorate of Public Works (DPW) Inspectors. The construction, repair, schedule and methods will be approved by the Government and coordinated with the Airfield Operations staff. The contractor may be required to keep the airfield operational while performing the work required by the delivery order.
