The U.S. Army Aviation Center of Excellence (AVCoE) at Fort Rucker, AL, intends to award a firm-fixed-price, brand-name-only, sole-source contract to Exacom, Inc. for procurement, design, installation, and software licensing of the Exacom HindSight 4 Integrated Voice and Flight Operations Recording Assembly System (VRS) Upgrade. The required digital voice and radio transmission recording platform must provide multi-channel recording for the Cairns and Range Operations crash networks and support public safety dispatch, G3 Air noise complaints, aircraft mishap investigations, and the Fort Rucker Fly Neighborly Program. The sole-source determination is based on the existing AVCoE voice recorder and rack management software being proprietary to Exacom, so the upgrade must be fully compatible and interoperable; a different brand would require full system replacement at significantly higher cost and create unacceptable operational risks and downtime for critical 911 emergency and flight safety dispatch networks. This action is supported by an approved Digital Marketplace Statement of Non-Availability. Although this is not a request for competitive proposals, responsible sources may submit a capability statement, proposal, or quotation for Government consideration, and the Government retains sole discretion on whether to conduct a competitive procurement.
