The Army’s premier sustainment think tank and training institution is the Sustainment Center of Excellence (SCoE). The SCoE headquarters is the United States (US) Army Combined Arms Support Command (CASCOM), located at Fort Lee, Virginia. The SCoE provides education and training of United States (U.S.) Army, foreign military, other services, and civilian personnel for military occupational specialties and professional development. The SCoE consists of the Combined Arms Support Command, the U.S. Army Transportation School, U.S. Army Quartermaster School, U.S. Army Ordnance Schools, U.S. Army Logistics University (ALU), Soldier Support Institute (SSI), Defense Ammunition Center (DAC) and the Army School of Music (SOM). Although most of the SCoE is located at Fort Lee, Virginia, it does have elements located in other locations, to include Fort Bragg, North Carolina; Fort Carson, Colorado; Fort Drum, New York; Fort Hood, Texas; Fort Stewart, Georgia; Fort Jackson, South Carolina; Fort Sill, Oklahoma; Eglin Air Force Base, Florida; Joint Base Langley Eustis (JBLE), Virginia (formerly known as Fort Eustis); Fort Leonard Wood, MO, Fort Gordon, Georgia and Joint Expeditionary Base Fort Story, Virginia. This single command trains the majority of sustainment advanced individual training (AIT), sustainment functional training, sustainment professional military education (PME) and supports Individual Ready Reserve (IRR) / IMA training.

The Mission and Installation Contracting Command (MICC) – Fort Eustis located at Fort Eustis, VA anticipates issuing a Request for Proposal (RFP) for Instructor Training and Support Development (ITSD) II for the Sustainment Center of Excellence (SCoE)/Combined Arms Support Command (CASCOM) based at Fort Lee, VA. The requirement will be solicited as a contract composed of a Single Award Indefinite Delivery Indefinite Quantity (SAIDIQ) for 8(a) vendors and a Multiple Award Indefinite Delivery Indefinite Quantity (MAIDIQ) for 3-4 Service Disabled Veteran-Owned Small Businesses (SDVOSBs). For the SDVOSB suite, the Government contemplates awarding a firm-fixed price (FFP) base contract from which task orders will be issued. For the 8(a) portion, the Government contemplates awarding a firm-fixed price (FFP) with Economic Price Adjustment (EPA) contract to a single 8(a) firm to whom task orders will be issued. The term of the contract is a 5-year ordering period. Please note this is a Presolicitation Notice and Draft RFP only. Solicitation Number W911S0-20-R-0001 is currently anticipated to be issued on or around 15 December 2020. All offers shall be provided as specified in the solicitation.
